I am running for this seat because we need trustees who loudly advocate for students in our local community and Sacramento. We need teacher trustees who have real-life experience in the classroom and fully appreciate how setting priorities for student achievement drives the budget process. We need trustees who know that implementing research-based educational strategies can increase student academic performance. We need trustees who are dedicated to promoting equity for all students, willing to build community partnerships to improve schools, determined to strengthen and expand after-school programs, and ready to advocate for strong public schools with community-elected boards. We need trustees who embrace the responsibility of defending our vulnerable, high-needs students.
School board trustees must prioritize students, families, and the community by promising accountability and direction to ensure our county schools offer first-rate educational opportunities for academic, emotional, and social success.
Jyl Lutes is a 3rd-generation San Jose native. She attended local public schools in Campbell and San Jose, and graduated from San Jose State University. She earned her California Teaching Credential and taught for nearly 30 years in the California Public School System.
Jyl's husband David began work for the County of Monterey in Salinas in the 1990's, and Jyl was elected to the Alisal Union School Board of Trustees. In 1998 she was elected for the first of 5 consecutive terms on the Salinas City Council, also serving as Mayor ProTem, chair of the Transportation Agency of Monterey County, the Solid Waste Authority, and on a variety of regional agencies and local commissions including the Fort Ord Reuse Authority, the Salinas Planning Commission, and the City Budget and Educational committees. Jyl was also the Salinas delegate to the California League of Cities and the California School Boards association.
I recently retired after 30 years as a classroom teacher, and now want to use my policy-making and teaching experience to help to ensure the highest quality education for our children.
I will use my experience in public life and my close working relationships with state and federal policymakers to help:
Drive increased funding for school readiness programs and accessible learning opportunities for Santa Clara County.
Support the establishment of wellness centers in schools, allowing students access to professional therapists, and advocate for funding for school counselors, psychologists, and social workers, to address our growing mental challenges among our young students.
Address opportunity gaps by prioritizing equity in board policies, ensuring that all children have equal opportunities for academic success.
Addressing California schools’ declining enrollment, expiring COVID relief funds, chronic absenteeism, and teacher retention will take local electeds working with state legislators to protect and rethink school funding. While demands for student services increase, inadequate funding formulas and the implementation of the Trial Court Offset means that county schools receive no new revenue to provide for increased needs. All county school board trustees must advocate with local, state, and federally elected policy-makers to promote more revenue for Santa Clara County students.
As a former teacher, I understand how critical supportive services are for children and families, and it is vital that our elected leaders understand and address the achievement gap among disadvantaged and low-performing students. Schools struggle to prioritize cognitive and behavioral health programs, as a staggering 20% of school-age children in the US have had mental, emotional, developmental, or behavioral disorders (National Institute of Health). Ultimately, every trustee must be willing to establish partnerships and work with the community to build a collaboration that will identify and support programs that build on student academic achievement and success.
Significant academic performance gaps exist for many student groups in Santa Clara County schools. Strengthening academic outcomes to improve student performance must be a guiding priority.
Early Childhood Development provides a critical foundation for significant academic growth, lowers risky health behaviors, and lessens the need for special education services. County investment in Early Childhood Education both reading and math scores and narrows the achievement gap.
